Justice for Darfur

BAHAI, Chad — Here, at this refugee camp on the border of Sudan, nothing separates us from Darfur but a small stretch of desert and a line on a map. All the same, it’s a line I can’t cross. As a representative of the United Nations High Commissioner for Refugees, I have traveled into Darfur before, and I had hoped to return. But the UNHCR has told me that this camp, Oure Cassoni, is as close as I can get.

Sticking to this side of the Sudanese border is supposed to keep me safe. By every measure — killings, rapes, the burning and looting of villages — the violence in Darfur has increased since my last visit, in 2004. The death toll has passed 200,000; in four years of fighting, Janjaweed militia members have driven 2.5 million people from their homes, including the 26,000 refugees crowded into Oure Cassoni.Attacks on aid workers are rising, another reason I was told to stay out of Darfur. By drawing attention to their heroic work — their efforts to keep refugees alive, to keep camps like this one from being consumed by chaos and fear — I would put them at greater risk.

I’ve seen how aid workers and nongovernmental organizations make a difference to people struggling for survival. I can see on workers’ faces the toll their efforts have taken. Sitting among them, I’m amazed by their bravery and resilience. But humanitarian relief alone will never be enough.

Until the killers and their sponsors are prosecuted and punished, violence will continue on a massive scale. Ending it may well require military action. But accountability can also come from international tribunals, measuring the perpetrators against international standards of justice.

Accountability is a powerful force. It has the potential to change behavior — to check aggression by those who are used to acting with impunity. Luis Moreno-Ocampo, chief prosecutor of the International Criminal Court (ICC), has said that genocide is not a crime of passion; it is a calculated offense. He’s right. When crimes against humanity are punished consistently and severely, the killers’ calculus will change.

On Monday I asked a group of refugees about their needs. Better tents, said one; better access to medical facilities, said another. Then a teenage boy raised his hand and said, with powerful simplicity, “Nous voulons une épreuve.” We want a trial. He is why I am encouraged by the ICC’s announcement yesterday that it will prosecute a former Sudanese minister of state and a Janjaweed leader on charges of crimes against humanity.

Some critics of the ICC have said indictments could make the situation worse. The threat of prosecution gives the accused a reason to keep fighting, they argue. Sudanese officials have echoed this argument, saying that the ICC’s involvement, and the implication of their own eventual prosecution, is why they have refused to allow U.N. peacekeepers into Darfur.

It is not clear, though, why we should take Khartoum at its word. And the notion that the threat of ICC indictments has somehow exacerbated the problem doesn’t make sense, given the history of the conflict. Khartoum’s claims aside, would we in America ever accept the logic that we shouldn’t prosecute murderers because the threat of prosecution might provoke them to continue killing?

When I was in Chad in June 2004, refugees told me about systematic attacks on their villages. It was estimated then that more than 1,000 people were dying each week.

In October 2004 I visited West Darfur, where I heard horrific stories, including accounts of gang-rapes of mothers and their children. By that time, the UNHCR estimated, 1.6 million people had been displaced in the three provinces of Darfur and 200,000 others had fled to Chad.

It wasn’t until June 2005 that the ICC began to investigate. By then the campaign of violence was well underway.

As the prosecutions unfold, I hope the international community will intervene, right away, to protect the people of Darfur and prevent further violence. The refugees don’t need more resolutions or statements of concern. They need follow-through on past promises of action.

There has been a groundswell of public support for action. People may disagree on how to intervene — airstrikes, sending troops, sanctions, divestment — but we all should agree that the slaughter must be stopped and the perpetrators brought to justice.

In my five years with UNHCR, I have visited more than 20 refugee camps in Sierra Leone, Congo, Kosovo and elsewhere. I have met families uprooted by conflict and lobbied governments to help them. Years later, I have found myself at the same camps, hearing the same stories and seeing the same lack of clean water, medicine, security and hope.

It has become clear to me that there will be no enduring peace without justice. History shows that there will be another Darfur, another exodus, in a vicious cycle of bloodshed and retribution. But an international court finally exists. It will be as strong as the support we give it. This might be the moment we stop the cycle of violence and end our tolerance for crimes against humanity.

What the worst people in the world fear most is justice. That’s what we should deliver.

I read about this article in the previous thread and I have to say that this is truly noteworthy. I know the general press won’t pick it up; it’ll probably just become another internet blurb but I gotta say how impressed I am. I truly think that she has a great intellectual mind and props to her late mom because she truly raised a very respectable and admirable human being in Angelina. I hope she keeps up the good work. :-)

You know to be quit honest, with the way she handles everything else I doubt it realy made that big of a deal to her. She seems to be pretty down to earth. Lets face it anyone with kids knows that if that was the worst that happened to her that day it was nothing. I think it makes the trolls/haters really angry that no matter what is written and said about Angie in the tabs/blogs/papers/entertainment shows, she is still respected by the people who matter. Like for example this week, they expected her to be ashamed of the whole pants/gum thing, but there she was at work yesterday enjoying herself. Then today we get the news that she’s writing a piece for another respectable magazine and it’s just killing them. After all, Angie should be in hiding right now, too ashamed to show her face. What they don’t realize is that Angie has gone through too much and so much false stuff has been said about her, people have made fun of her alot, BUT that has never stopped her and it’s not going to stop her now. In fact, she just keeps on moving forward as other people keep on looking back. :)

Another thing, The Economist is their major competition.
I’ve only really read the Economist once on a flight because they’re still a little obscure in a few countries but it’s actually a very intellectual magazine. Their contributors are major economists and major companies stay up to date with their news. I’ve seen a lot of big names subscribed to their list of heavy hitters. They’re not that widely known in the mainstream public though because most of their materials and write-ups are really lengthy ( must admit, sometimes long winded) but from the articles I read, I was really compelled. That’s why this particular issue is going to be in news stands for the whole year. And another reason why I am very impressed with Angelina for being one of their contributors. I look forward to reading her write-up.

I’ve been a big fan of The Economist for years. Never has a journal provided more comprehensive and intelligent coverage of world events, including unique perspectives. Whenever it came into the office, I would immediately monopolize each issue. As an AJ fan, I was THRILLED to hear they are publishing one of her articles. It is an internationally-recognized, widely resepected journal, and her inclusion in it is indicative of her INTERNATIONAL REPUTATION, not what some low-brow rag magazines and radio djs think of her.

This is such fantastic news! We subscribe to the economist . I was just looking around in the basket for the latest issue , embarrassed to say I just glanced at it . This is considered one of the most well informed ,well written periodicals out there. My husband reads it avidly and everyday. Not me, but I will from now onwards, more anyway. !

LONDON (AFP) — Prosecuting perpetrators of genocide and other crimes against humanity is the best way to prevent further atrocities, actress Angelina Jolie said, urging tougher action in 2008.

\”Accountability is perhaps the only force powerful enough to break the cycle of violence and retribution that marks so many conflicts,\” the Hollywood star wrote in The Economist magazine\’s \”The World in 2008\”, out on Wednesday.

The actress, who is a goodwill ambassador to the UN High Commissioner for Refugees (UNHCR), said she hoped the coming year will see the international community seek \”true accountability\” for victims, particularly in Darfur.

\”Through accountability we can begin the process of righting past wrongs, and even change the behaviour of some of the world\’s worst criminals,\” she said.

In the full-page article seen by AFP on Tuesday, she said international tribunals like those set up after the 1994 genocide in Rwanda or following conflict in the Balkans have the power to change behaviour.

Jolie — one of a number of high-profile world figures to contribute to the annual publication — said she had met a teenage boy from Darfur on a recent UNHCR mission to a refugee camp in neighbouring Chad who said he wanted those responsible to be put on trial.

\”I hope that the Sudanese government will hand over the government minister and the Janjaweed militia leader who have been indicted for war crimes by the (International Criminal Court in The Hague), and that the teenager I met in Chad will get the trial he seeks,\” she added.

\”I hope that those responsible for the atrocities in Darfur will be held to account, not only for that young man\’s sake, but for the world\’s.\”

Mr. & Mrs. Smith, excellent post. JJ thank you for the scoop on this regarding Angie. She is smart and intelligent and too classy for trashy tabs and blogs. There are a lot of people who are jealous of her transformation that’s why Brad is so in love with her.

real tita, yep at least she will be in half cast for the holidays :-) After that another month with therapy. I have to tell you, for a 16 year old she is amazing, she never complains. BTW I am taking 5 of her friends so see Beowulf comming weekened :-)
My older son who is a senior in college said that him and all his friends would be there to help out to get R in and out the theater :-)
These guys can’t wait to see it…It’s going to be blockbuster JMHO….

I also remember reading somewhere many , many months back that some writng expert had analyzed Angie’s handwriting and came to the conclusion that Angie had a very high IQ . Doesn’t surprise me one bit from her genetic make up.

i haven’t posted in awhile, but i had to come out of lurking mide to say this. the anistonians are always saying that karma will get angie(whatever the hell that means), because of her supposed actions regarding brad and jen’s divorce. and they love to flaunt jen’s and oprah’s so-called “friendship”. well for the past few weeks there have been nothing but bad publicity for okra. first there was that obscene display of gift giving when seinfield’s wife gave her the twenty one pairs of designer shoes for having her on the show to hawk her book,only to have it revealed later that week that she may have plagiarized someone else’s book. then came the subject of her girl’s school in africa, nad charges of sexual and physical abuse. now the latest is reading the tragic death of kanye’s mother. it is being reported that the doctor, who was apparently little more than a quack, had been a guest doctor on her show, and that she had introduced donda west to the doctor. her publicist is of course denying the introduction. however, i just find it ironic that amidst all the recent professional drama going on with oprah, angie keeps on keeping on with her awards. her critcally acclaimed perfomances, and numerous other wonderful things happening in her life. isn’t life a b@tch? God does have a sense of humor. LOL.
